(Saipan, MP) ā The CNMI Small Business Development Center (SBDC) Network at the Northern Marianas College and the CNMI Womenās Association (CWA) are excited to announce that Glenna Sakisat Palacios, a contractor to Headquarters Pacific Air Force (HQ PACAF) at Joint Base Pearl Harbor-Hickam, Hawaii, will lead a session on federal contracting during Day 3 of the Womenās Entrepreneurship Project (WEP) Cohort 4 training series. Her session, titled “The Anatomy of the RFP,” will take place on Thursday, October 17th, 2024, at the Northern Marianas College Library located at its As Terlaje Campus on Saipan.
Ms. Palacios brings a wealth of experience in military affairs and public-private partnerships, having recently retired from the CNMI government after 22 years of service. As a contractor to HQ PACAF supporting the Agile Combat Employment Joint Integration Team, her work focuses on integrating the U.S. Air Forceās Agile Combat Employment operations in the Second Island Chain and fostering strategic partnerships to enhance both local and USAF capabilities to navigate logistical constraints in austere environments.
Palacios has been instrumental in developing soft power initiatives that link public and private sectors to bolster local capacity. These include increasing local capability for the Pacific Air Force contracting space, sustaining military assets, and integrating logistics-based training programs that offer direct benefits to both CNMI communities and the United States Air Force. Her significant contributions during her tenure as the Special Assistant to the Governor for Military Affairs at the Commonwealth Bureau of Military Affairs reflect her deep understanding of military operations in the CNMI and the complexities of the federal contracting environment. As the liaison between the CNMI government and the Department of Defense, she facilitated military integration into the local community while ensuring that partnerships were mutually beneficial.
āThe Anatomy of the RFPā session will offer participants practical insights into how to respond to Request for Proposals (RFPs) in the federal contracting space. Attendees will learn how to enhance their proposal development and understand the components necessary for submitting competitive bids, paving the way for new opportunities with government agencies.

The Womenās Entrepreneurship Project invites aspiring and established women entrepreneurs to join Cohort 4 and learn from Glenna Palacios, as well as other esteemed presenters.
